Aim
The seminar aims to prepare concrete proposals and recommendations both on a very practical as well as on political level on how to make the future European youth programmes (Erasmus+: Youth in Action and European Solidarity Corps) as of 2021 more inclusive.
Background and description
In 2018, the European Commission has proposed a new legal framework for the next generations of the programes Erasmus+ and the European Solidarity Corps; the Council of the European Union has already finished discussions, currently the proposal is discussed in the European Parliament.
In parallel to the negotiations on the legal act, the Commission plans to use 2019 to further define the framework of actions, funding mechanisms and procedures for the next programme generation of Erasmus+ (for the ESC nearly no changes are foreseen) and to make them more inclusive; in the process, it foresees some stakeholder consultations.
To contribute to this process, we’re planning to collect as concrete recommendations as possible on how the future EU youth programmes could become more inclusive. Therefore, the participants are expected to be experts on questions of inclusion within the frame of Erasmus+ Youth in Action.
In our seminar we would like to build on the experience of experts in working with inclusion groups within the European youth programmes and gather recommendations on how to improve the inclusive character of the future programme generation by
- Deploying more inclusive actions
- Making programme implementation more inclusion-oriented
- Simplifying participation in / approaches to the programme
- Implementing strategies for qualitative support and outreach
We would like to take into account all necessary dimensions, from the financial dimension through operational and administrative or structural to political aspects.
